First Choice Health Systems, Inc. (FCHS) began in 1995 as a collaborative effort among West Virginia’s comprehensive behavioral health care centers. The goal of FCHS was to combine resources and expertise to provide management of statewide behavioral health care contracts. In 2011 FCHS also incorporated a non-profit division, First Choice Services, Inc. The FCHS Board of Directors includes executives from the Alliance for Children, Healthways, Highland Hospital, Potomac Highlands Guild, Prestera Center, Valley HealthCare System, and Westbrook Health.
FCHS offers services throughout West Virginia, focusing on data collection and analysis and outcome-based treatment for addictions and mental health care. FCHS has 80 professional therapists in its provider network who work closely with its team.
FCHS employs innovative approaches that have resulted in programs that produce measurable results, including high levels of engagement in treatment, consistently high client satisfaction, and long-term recovery.

FCHS developed and currently maintains the database for the the West Virginia Screening, Brief Intervention, and Referral to Treatment (SBIRT) Program. This vital prevention program is a collaborative approach among participating behavioral health centers and primary health care clinics, trauma units and school-based health clinics.
FCHS provides data collection and analysis for West Virginia's substance abuse prevention and treatment services, enabling statewide service providers to document and share the work being done, evaluate effectiveness, and collaborate across regions to better serve their communities.
